Performs administrative work conducting the daily business activities of the South Amherst Water Department including fiscal management & statutory clerk functions.
Helps to prepare budgets and implement water ordinances.
Attends BPA meetings, prepares agendas & minutes of said meetings, provides administrative support to the BPA, & executes any assignments given by the BPA.
Manages correspondence on behalf of the BPA.
Responsible for managing water accounts including security deposit balancing & any refunds on accounts.
Manages all billing, payments & adjustments on water accounts.
Manages water & storm water permitting.
Supervision:
Works under the general supervision of the South Amherst Board of Public Affairs.

Reception and Customer Service:
1.
Provides customer service effectively and efficiently to citizens of the Village of South Amherst and other constituents.
2.
Receives requests, complaints, and information from the public and transmits to appropriate department or board to process as needed.
Manages situations when required.
3.
Answers phones/emails & provides information & assistance to the public upon request.
Assists them by answering questions, researching records, & directing them to the appropriate department.
Responds appropriately to public records requests.
4.
Assists in tending to customers at the front desk of town hall when necessary.
Accounting/Finance:
1.
Uses a cash drawer to make change on customer accounts.
Balances and replenishes as necessary.
2.
Balances revenues & security deposits with village Fiscal Officer to ensure both areas are in balance.
Documents, researches, and corrects any discrepancies.
3.
Gathers all water payments from various locations.
Responsible for managing payments & posting payments accurately to accounts.
4.
Manages financial reports using the billing software.
5.
Assesses & charges other fees, as necessary.
Administrative duties:
1.
Works closely with the distribution operator to take & enter the meter readings monthly.
Questions inaccuracies and follows up accordingly.
2.
Prepares the monthly billing of the water bills by the first of each month.
3.
Maintains public trust by keeping information confidential as appropriate.
4.
Attends regular and special meetings as required.
Prepares agendas, records minutes & monthly reports for meetings.
Organizes and maintains records of agendas, minutes, ordinances, and resolutions.
Responsible for posting meetings or changes, as necessary.
5.
Composes & distributes correspondence, reports, letters, past due notices, & meeting notices among others on behalf of the BPA.
6.
Conducts necessary research and provides administrative support & materials to aid the BPA in making informed decisions.
Carries out assignments or directives as requested by the BPA.
7.
Communicates with law director on bankruptcies, ordinance changes, or questions that arise from day-to-day operations that may have a legal implication with direction from the BPA.
8.
Distributes & follows up on notices regarding delinquent water accounts.
Prepares disconnect notices as necessary and works closely with distribution operator to disconnect for nonpayment, as necessary.
9.
Prepares work orders & distributes them to appropriate employees.
Records & retains completed work orders.
10.
Works with the software vendor to make useful changes to the software application and implements changes as needed.
11.
Filing and maintaining records in compliance with village record retention policies.
12.
Manages & orders office supplies as needed.
Maintains transparency with the BPA & requires board approval of expenditures over $50.

Complies with requests of auditors.
Generates reports and presents all financial data as required for audits.
14.
Manages water & storm water permitting.
Corresponds with customers regarding permit applications, processes payments, & records/retains documents pertaining to the permitting process.
15.
Complies with EPA regulations and ensures clear communication & record retention on behalf of the BPA.
Knowledge, skills, and abilities:

Considerable knowledge of fiscal management.
Ability to account for & handle money.
Ability to perform mathematical calculations & maintain accurate and complete records and files.

Ability to represent the village in a professional, courteous, & efficient manner.
Skill in operating office equipment, including operation of an automated water billing & management system with speed and accuracy.
Ability to compose correspondence, minutes, reports, & other written material.
Ability to move at least 30 lbs.
Position Requirements:
Education:
High School Diploma or GED.
Background in using Microsoft Office systems.
Experience:
Customer Service, Basic Financial Management Office Equipment:
Experience in the operation of fax machine, copy machine, computer, printer, telephone, postage machine, & calculator.
Schedule:
Works 15 to 25 hours per week depending on work load and staffing levels.
Typically, 5 hours per day during normal business hours.
Vacation Restrictions:
If vacation time is available, there are time sensitive functions of the position which must be accounted for.
Typically, meters need read the last week of the month & bills need produced and mailed by the first of the upcoming month.
